How extinction gets declared, and why it takes so long

Proving a species is gone is harder than it sounds. The delay is deliberate — and it's why "rediscovered" species keep making the news.

Declaring a species extinct sounds like it should be simple: no one has seen it, so it's gone. In practice it's one of the slowest, most cautious judgements in conservation, and the caution is the point. Getting it wrong in either direction has real costs.

Proving a negative

The core problem is that extinction is a negative claim, and negatives are hard to prove. You can confirm a species exists with a single sighting. You cannot confirm it's gone by any number of times you failed to find it — absence of evidence is genuinely not evidence of absence when the thing you're looking for is rare, small, and good at hiding.

So the standard is demanding. A species is generally declared extinct only when exhaustive surveys, across its known range and at the right times and seasons, have repeatedly failed to find any trace — over a period long enough to be confident. That process takes years, sometimes decades.

The cost of declaring too early

The caution isn't just scientific fussiness. Declaring a species extinct has a practical consequence: it can end its legal protection and its conservation funding. Why guard the habitat of something that no longer exists?

This creates a genuine danger. If a species is declared extinct prematurely and a few individuals are actually clinging on, the declaration can remove the very protections that might have saved them — and finish the job. Conservationists call this the Romeo error: acting on a death that hasn't happened, and causing it in the process.

Why "rediscovered" species keep appearing

The flip side is the steady stream of headlines about species found again after being written off. These aren't usually miracles. They're the system working — or rather, they're why the system is so slow to declare in the first place.

A species presumed extinct that turns up again is called a Lazarus taxon. Some had been unseen for decades before reappearing in a remote patch of habitat. Each rediscovery is a reminder that the surveys were incomplete, that the animal was better at hiding than we were at looking, and that premature certainty would have been a mistake.

To manage this, the Red List uses a halfway category — Critically Endangered (Possibly Extinct) — for species that are very likely gone but not yet confirmed. It flags the near-certainty without triggering the finality, keeping a door open for the Lazarus cases.

How to read an extinction claim

When you see a species declared extinct, or triumphantly rediscovered, it helps to know what the claim rests on:

  1. How thorough was the search — full range, right seasons, enough years?
  2. How long since the last confirmed record, and how detectable is the species?
  3. Is it "extinct" or "possibly extinct" — a confirmed judgement, or a flagged near-certainty?

The slowness that makes extinction declarations frustrating is the same slowness that prevents the Romeo error. A system that declared species dead quickly would be tidier, and it would occasionally kill the survivors it gave up on. The delay is not indecision. It's the cost of not being wrong in the one direction you can never take back.
